This is what the EPA has come to:  “advanced notices of proposed rulemaking” that sound like a strip from The Far Side.
That’s right:  the Cow Tax.
Why?  Because cows have butts, they toot.  They do a little bit of the reverse jazz trumpet every now and then.  And in their toots there is the presence of methane, the principle component of – get ready for it – natural gas! Oh, puns aplenty.
It’s not totally serious, however, as the New York Times notes:
